WebbFirst, export contact info with a power shell script to a csv file from your domain. If I’m not mistaken, you should be able to then import the contacts from that csv into outlook contacts. So, it would require a 2 step process and going from the csv to outlook may require a manual import. I don’t know if you can automate that.
